The PaaS solution does not provide access to the operating system. The Azure Web Apps service provides you with an environment to host Web applications. The Web application is hosted on a virtual machine running IIS. However, you cannot directly access the virtual machine, operating system, or IIS. PaaS solutions that host Web applications in Azure do offer the ability to automatically scale out the platform. This is called auto scaling.
