This is awkward, even if you open developer mode, you still can’t. First, create a new TAB and type chrome://flags/# extensions-on-Chrome-urls in the address bar
Set the value of Extensions on Chrome :// URLs to Enabled. Then go back to chrome’s extensions, open developer mode, and install the offline plugin again.
