To turn off the FCPX notification in the upper right corner, you can simply click on the X on the notification.

Go to system preferences as follows.
Enter the notification to BigSUR as follows.
Find finalcut on the left and click on it as follows.
The right hand side allows notifications to be turned on, so click.
The permission notification on the computer becomes gray, and the Finalcut notification is permanently, permanently, completely turned off.
