Dubbo Creating a Filter does not take effect

If.dubbo has created the package name, it will display the same effect as if we had created the file, but Filter does not take effect.

You need to create the Dubbo folder the same way you create files

renamed: src/main/resources/META-INF.dubbo/org.apache.dubbo.rpc.Filter -> src/main/resources/META-INF/dubbo/org.apache.dubbo.rpc.Filter
